Rolling Forecast: Why the Traditional Annual Budget Is Showing Its Limits

ChatGPT Image 20 août 2026, 22 06 13 (16)

The annual budget remains useful for setting targets and allocating resources. But when it becomes the only available forecast, its limitations quickly become apparent: fixed assumptions, a lengthy cycle and confusion between ambition and the best estimate.

Why budgets quickly become outdated

Prices, volumes, interest rates, recruitment, energy costs or exchange rates can change only a few weeks after approval. Yet teams sometimes continue comparing actual results with a scenario that is no longer realistic.

The rolling forecast principle

A rolling forecast maintains a constant horizon, for example twelve or eighteen months. At each cycle, a new period is added and assumptions are updated using the latest available information.

Budgets and forecasts serve different purposes

A budget expresses a target and can be used as an accountability benchmark. A forecast represents the current best estimate. Confusing the two encourages contributors to protect their targets instead of producing an honest forecast.

The benefits

  • earlier identification of future variances;
  • better cash-flow visibility;
  • more dynamic resource allocation;
  • more frequent scenario analysis;
  • stronger dialogue between finance and operations.

The risks of a poorly designed rolling forecast

Updating every detail each month can create a disproportionate workload. The process should focus on the drivers that genuinely change and on the decisions that need to be made.

Building a driver-based model

An effective forecast links results to a limited number of drivers: volumes, prices, headcount, occupancy rates, capacity or churn. Assumptions must be understandable and assigned to an accountable owner.

The role of EPM

An EPM platform manages versions, workflows, assumptions and scenarios. It automates the consolidation of contributions and preserves an audit trail between the previous forecast, the new estimate and actual results.

Rolling out progressively

  1. select an appropriate horizon and frequency;
  2. identify the main drivers;
  3. limit granularity to what supports useful decisions;
  4. automate the integration of actual data;
  5. measure forecast accuracy and bias;
  6. extend the scope after several cycles.

A rolling forecast does not necessarily replace the budget. It separates target setting from forecasting and gives management a more current view of the company’s trajectory.
